Heather Ruszin

President

Heather Ruszin brings more than 35 years of leadership experience in the pharmacy industry, with a distinguished record of building and scaling innovative healthcare organizations. She has founded and operationalized three successful companies Stellar Pharmacy Services, Inc., Stellar Health Services LLC, and King of Prussia Pharmacy Services each designed to elevate patient care and strengthen healthcare delivery systems.

Heather began her entrepreneurial journey in 2000 as co founder of King of Prussia Pharmacy Services, a long term care pharmacy and durable medical equipment provider. Her deep expertise in LTC operations, business strategy, and healthcare management played a central role in the company's expansion and success.

In 2014, Heather co founded Stellar Pharmacy Services, Inc., a pioneering organization that delivers point of care medications through a high tech dispensing system. In 2018, Heather co founded Stellar Health Services LLC (WBENC and WOSB certified), which supports patients through incentive based programs designed to improve adherence and health outcomes. Heather is known for building strong, effective partnerships with managed care organizations to enhance quality while reducing costs.

Beyond her work in healthcare, Heather devoted over 15 years as Vice President for Every Child Counts, a nonprofit working with children in Delaware County, PA. In December of 2024 Heather stepped down from her Vice President position at Every Child Counts and now serves as President of DoitforJJ.org, a nonprofit dedicated to honoring the values and legacy of her son, Jason "JJ" Ruszin. She and her husband reside in Chester County, PA, where they enjoy life with their daughter and son (in spirit) and two lovable Shih Tzus. Their family remains deeply committed to advancing the mission of DoitforJJ.org, an all volunteer 501(c)(3) organization focused on supporting higher education scholarships for high school seniors, tutoring for students, support for grieving families, and sponsorships for little league baseball teams. DoitforJJ also focuses on community fundraiser events that inspire connection and create positive impact.

Mark Steltz, RPh

Chief Financial Officer

Mark Steltz brings more than 30 years of leadership experience in small and midsized business management, with a proven record of transforming early stage ventures into mature, high performing organizations. A lifelong innovator at the intersection of pharmacy and technology, Mark has built and scaled over ten healthcare startups, consistently driving solutions that reshape patient care and operational efficiency.

In 2006, Mark founded e PharmPro, a pioneering telepharmacy service designed to provide hospitals nationwide with remote, after hours clinical pharmacy support. Under his vision and leadership, e PharmPro rapidly grew into an industry leader and established the benchmark for quality in the telepharmacy market. Following the company's acquisition by Cardinal Health in 2015, Mark joined Stellar Pharmacy Services, where his strategic insight and commitment to innovation continue to guide efforts to eliminate medication access barriers for vulnerable populations.

Mark holds a Bachelor of Science in Pharmacy from the University of the Sciences in Philadelphia and a Master of Business Administration from Drexel University's LeBow College of Business. He also serves as a guest lecturer at the Jefferson College of Pharmacy, where he shares his expertise in entrepreneurship and marketing with future leaders in the field.

Melissa Broscious

Chief Operating Officer

Melissa Broscious brings a strong foundation in human resources, operations, and organizational leadership to her role as Chief Operating Officer at Stellar Pharmacy Services. She holds a Bachelor of Science in Human Resource Management from Indiana University of Pennsylvania and a Master of Professional Studies in Human Resources and Employment Relations from Penn State University.

Before joining Stellar in 2019, Melissa spent more than a decade in the Medicaid Managed Care industry, where she developed deep expertise in project management, operations oversight, financial management, and employment relations. Her broad operational experience and commitment to service excellence have been instrumental in advancing Stellar’s mission to improve medication access and support underserved populations.

Melissa lives in Central Pennsylvania with her son, who keeps her happily busy with school activities and sports, including soccer and basketball. An active community member, she enjoys coaching her son’s teams and volunteering with local organizations that provide support to families in need.
